No worry for your english. I will try to stay clear and simple.
2) For the mod you have to restart a run in order to activate them. So when you are at the main menu, instead of "Continue" you have to choose "Normal Mode" in order to restart your current
run. ( There is an option "Restart Run" in game but it doesn't work for the mod)

Once you do that it will ask you if your sure because you will lose the progression of your current run.
Accept this, and then before the run start, you will see a window poping up and allowing you to choose which mod you want to activate , or none at all.
Keep in mind you can only activate one mod at the same time.
1) I don't really know what are you talking about since I don't find "roll vibration seting" , maybe it is a translation mistake ?
At any rate here the following option related to vibration and roll I have
Controller > Vibration
It allow your controller to vibratte when you take hit or big hit by monsters in the game.
Gameplay > Roll Ready ( 2nd line )
It trigger a little visual effect above your character when your roll is ready since there is a small cooldown between each roll you can make. So it visually tell you when you roll can be used again after a previous one
Gameplay > Smart Roll ( 3rd line )
Activating this will stop your character when it reach the end of a pit when you are rolling, so you can't roll further than the platform and fall down.
1. Yes. Its translation mistake. Roll Ready. In my localization it is vibration. Actually, it's a visual effect.

If Yes, maybe try to look at the workshop if someone made a better translation for your language , there is a lot of people doing " Fixed Language " mods.
