Doesn't mean it's not there though and I just haven't seen it.... but I honestly should have by now with the # I've runs I've had on my newest file.
EDIT: Found it. It's still there.
Or just double jump towards the right if you have enough HP to not care about the potential fall, that works too.
Personally, I have had the plateform and tower about 1/3 of the times I went to check, but I only went there about 30 times at best, and I got the blueprint on the first time I went, so maybe it's just me being very lucky for once.
The one OP mentioned in the original post. The blueprint has not moved.
And, no, I'm not googling a video for you.
It's hard to describe the way the map looks when it's the right one. If the passage to the black bridge isn't at the far right, there's a small parapet there instead. There are two different parapets, and one will look a little larger on your map. That's the one with the invisible platform.
I didn't want to make it seem like I was just being a jerk, haha. After watching a few videos on that blueprint, noticed that there was a slightly different look to the end of the level (but only on the map)... and it ended up helping a bit.
It still took a while... it was pretty rare when I got it in Early Access. Got it on my first run in my new save, though. So that's something. Keep at it; it'll eventually show up - and it's a decent weapon, too.
The best "detection" tools are bombs, you just need to jump up and throw it, it will explode mid air on the platform if it is there (a slight plus towards flame bombs and oil grenades as they show you the ground on a decently large radius so you know where you can land).
It's pretty random - it took me a fair number of restarts on my first savefile. But that's a nice idea regarding grenades. I honestly wouldn't prioritize the blueprint, but if you're in the Ramparts and need it... why not give it a look? Haha.
