Is the ice bow overpowered?

Personally I prefer the Duplex Bow. As to the question, I don't think it's really overpowered. All ice weapons and skills are powerful in this game, but there are pros and cons to using them. I tend not to these days (though I did enjoy them when I was first getting into the game). I think they eventually get overshadowed by other techniques and builds. I think it's good to have a few items that allow people to ramp up into other play styles.

I finished with it 4 boss cells run.. God tier I think but only with combination with turrets.

The duplex bow huh? Does that end up dealing decent damage? I've only been a fan of the infantry bow for dps.

but the animation last longer and with a shield you can fast-block an atttack

You can shoot an arrow and freeze the guy instead of blocking. plus he gets slowed afterwards. If the animation is longer i certainly haven't noticed it...

The Ice Bow has been my main secondary for ages, faster start-up out of any freeze weapon, aims at enemies, can roll with piercing and all the special freeze affixes. Has to have some kind of piercing, first or all enemies, then other effects based on your main weapon / tastes.
Works well with melee and ranged weapons, I especially like it with the Explosive Crossbow, gives you time to charge while enemies are frozen. Also good with things like the Quick Bow when it also has piercing.

I try not using a shield but then I miss them too much.

I rather Hokuto's Bow for bosses, but the Ice Bow is pretty good
