So what's the point of tranquility?
I picked this up thinking it would be a buff you can use at the start of a fight to have an edge before you build up more damage buffs after killing enemies. However it dissipates immediately when you get close to enemies. How is this mutation meant to be used?

It's a Tactics-scaling mutation. Tactics tends to be a scaling stat for ranged weapons and all skills, so a way to optimize usage of Tranquility would be to snipe your enemies from afar with something like a Hunter's Longbow or a Repeater Crossbow, using skills to either supplement your ranged damage or prevent your targets from getting too close. (Of course, it's nigh-impossible to stay far away from enemies in certain biomes such as the Clock Tower, so you won't be able to employ the ideal strategy all of the time.)

Just how far does the enemy have to be? Off the screen or out of the enemies' view range?

There's a little sword icon above your "head" that tells you how many damage buffs are active. Walk back n forth a little and you'll see it change for Tranquility.
