It's pretty average in any other situation.
1-Set it and forget it type. Hits all around without needing to aim.
2-Can do multiple hits at close range
3-Easily takes care of any flying enemy
Cons:
1-Long cooldown
2-Low typical DPS
I don't know how you got to it being "pure garbage." If you want pure garbage take a look at the shovel. If you can choose one skill as a starting skill Knife Storm seems like a good fit. It takes care of weak enemies and can do upwards of 3 stacks at once if needed. It handles decently against all enemies and has no obvious downside like flame turret in the water.
I do personally prefer Cluster Bomb or regular grenade for their low CDs since I don't like waiting around.
Strong Weapon with 2 fairly quick early swings and a 3rd swing that literally has a massive hit box all around you including above your character and both sides? A weapon you can stand still with and kill any and all flying creatures without ever moving or even facing the right way? Oh I disagree.
I watched a run by northern lion, last night, where he had a clusterbomb with +100% damage to bleeding targets and bladestorm. It was a combo that got him all the way to the final (current) boss. That and as kunai the inflicted bleeding on all nearby targets when it killed an enemy.
i called it pure garbage, because it's on the same level as bear trap and grappling hook for me. i only ever pick them up, if i have nothing else.
let's compare it to other skills:
magnetic grenade has the same CD and has the same pros you listed but does it strictly better.
cluster bomb has half the CD and has the same pros, unless you toss it in the opposite direction.
i haven't downloaded the elemental update but shovel sounds like a weapon to me.
skills and weapons shouldn't be compared, because they are not incompetition. you never have to decide between knife storm or shovel.
i don't dislike knife storm per se. the cooldown seems twice as long as it should be though.
3 stacks of bleed is a lot of damage.

The Knife Storm is the only thing that validates the Sadist Sword and the two together are the ultimate boss killer combo. Pop it and just maul away critting every single hit until it recharges.
Against mobs it's also great when you find one that goes through all enemies and especially with the above mentioned enemy dies bleeding, other's will bleed too - version. I also like the "trigger and forget"-trait of it. just drop down from a ledge and BAM. You can also equip one in both slot for additional spamming or maximum destruction. Other weapons can do increased damage to bleeding enemies (wonder if I can find that featured in a Sadist Sword...).
Sadist sword is also great with the Bleed Shield, just parry once and finish it off.
I just recently discover the skills and their true potential that I neglected using before, like the Frost Blast. It's casting speed got reduced greatly but the best thing about it is that it can freeze the Shield Bearers even from the front.
bleed also poison enemyes or bleed spreads to neardy enemeys when bleeding enemy dies.
shots pierce might also help but not as much as two above
i like it to focus down enmyes with big hitboxes. if you use it in midroll you can hit with all 8 knifes while rolling throught something.

Also, it was particularly good against flying enemies. These often protect each other from explosions (you might have noticed flyers not taking any damage despite being well within the blast radius), but they can't really do anything against piercing knives.
Shovel is ok, too. It should get a very small damage or attack speed buff tho but if people say it sucks, they haven't fought off the mecha spiders with the shovel yet.
If you think knive storm is good with sadist sword, wait until you find a frost grenade with "enemy bleeds when it thaws out". As soon as the enemy is able to move again (unfreezes) you do crit hits. Most of the time only one or two hits are needed at that point.
I think that's the good part of this game. With all the skills and weapons available people have different preferences based on how they like to play.
