Since you can access the Ramparts, that means you have the Vine Rune already, so you have two choices each for your second and third stages:
The enemies on my path dont scale as much and you can run past a lot of them, no teleporting.
There is, however, a major difference between the two sewer levels and the Promenade/Roofs; the linear levels are more predictable. You're never going to get through them quickly, but you're never going to have to explore 99% of them before you find the exit, either. Going through the sewers could make your run much faster, or ruin it entirely.
You've got a lot of time. Personally, I aimed for getting through the two areas before the Pont Noir in about 8 minutes. Enough time to grab gear and stats to make the boss quicker and kill it. If you get through the two areas too quickly, you'll have time to beat the boss but it will take forever to do so, so in the end, rushing doesn't necessarily save you any time.
Follow the above and you should be able to get to the boss at the 8 min mark consistently.
