You can't do it easily without cheating.

You can get a certain number of them as quest rewards--completing quests from the overseers office. There's also a few? to get from wasteland quests--when a dweller is exploring the wasteland and comes upon a building they want to enter--requires player to accept so, have to be actively playing at the time. But, those things will not get you a total of 20. There's also the chance for getting some legendary's as drops from lunchboxes. So, if you do the daily objectives repeatedly... in the early stage of the game, lunchboxes are rewarded for those quite often. Without cheating at all, you could just keep your vault limited to the early stage for as long as you can stand it and keep doing daily objectives trying for lunchbox rewards. By early stage, I mean something around only 25 dwellers and not too many vault rooms added other than what's necessary to maintain the vault... limited power, water, food, very little storage, medic room. Once you start getting workshops, overseers office, additional storage, power, water, food, etc. productions going, the daily objectives do not reward lunchboxes near as often.

Now, a 'sort of' cheaty way to do this... go to nexus and get the mod package installed. This has settings in the 'Credits' screen where you can alter the game play a bit. One of the things you can do is 'skip' daily objectives. Normally, you can only skip one per day. But, with that selected, you can skip as many as you want... thus skipping one's that don't give very good rewards and trying for lunch box rewards instead. That's still cheating but, not as much as using a method to grant yourself a ton of lunchboxes--such as using the save editor--FSSE.

Someone experimented with how many lunchboxes it would take before they managed to get 20 legendaries and it averaged out to take between 500 and 600+ before getting the total needed for the achievement. AND, I believe that was considering they'd already got the ones from quests to start with. So, yeah... a ton of lunchboxes. You could also just use FSSE and add them to your vault. Again, it's cheating but, it's a solo player game so, you only need impose whatever rules you set for yourself. It don't matter if you cheat really--aside from maybe the fact you don't buy any lunchboxes thus depriving the Devs of some profits, which is why they no longer support the PC version.
Either cheat and make the "achievement" worthless or just play the game.

I just hit 18 of 20 legendary dwellers for the achievement with 302 hours played on the vault and 330 lunchboxes opened. All without cheating or low end farming.

Bro been playing this for years and only have 7 of 20 so yeah it a grind if you dont cheat..

Only '7 of 20' is seemingly incredible run of bad luck. I've always collected more of them with each new vault run I do... more than 7. Either RNG hates you or you didn't take the time to collect lunch boxes and / or wasteland discoveries--quests found in wasteland from explorers. It's worth noting, this achievement only counts the total for the current vault you are playing. It's not cumulative. For example, if you play a vault and collect say 3 legendary's but, then delete that vault and start a new one, those 3 previous ones do not count any longer. It must be 20 within the same vault. Basically, whenever you delete and start a new vault, the count starts over again at zero. But, steams achievement progress does not reset. It'll still remain at whatever the highest count last was... until you catch back up to that number again. At that point, the count will continue growing. Also, need to have Steam overlay enabled in order for achievements to update... I'm pretty sure anyway.

Nope this vault I am running has 108 ppl and it was my first vault way back I have no more missions just for the daily and weekly and the blue ones and all my guys are a 50th level and maxed out in special ratings so it must be bad luck then..
Just start sending them out of the vault to explore. The longer you play, the higher chance they will find a place (quest) to explore that they'll (the game) ask you if you want to check out the discovery. Ofc, you say yes and it takes you into their quest. There's several in the wasteland that will reward a Legendary dweller for your vault. You could have it run maybe in a secondary window--so you can do other things--and just wait for the pop-ups of them discovering things. It does take quite a bit of time generally. You'd just need to have enough Bots to maintain production collections and ofc have all your vault dwellers geared out good enough to handle invasions all on their own--without your intervention in case you were distracted with something else. Still don't believe you could get 20 this way... not without doing this a crap ton often but, that's just my belief / opinion. I never did get 20+ legendary's using 'normal' game-play methods. I did get something like 16 / 17 this way though before I gave up on it. So, theoretically... it's possible given you grind at it long enough.

Wait a minute.

Wasteland quests do not reward any legendary dwellers directly, unless you mean you get them through the lunchboxes at wasteland quests.

Wasteland quests can reward lunchboxes, rare dwellers, legendary junk and legendary recipes. No legendary dwellers.

Legendary dwellers are from lunchboxes or overseer's quests. Lunchboxes can be obtained from both wasteland quests and overseer's quests.

Hmn, ok... I just remember getting some legendary's from doing those quests in the wasteland. It may have been a drop from lunchboxes gained in the wasteland though. I know I did get several of them from lunch box drops. I just thought I remembered getting them in those quests but, maybe it was some Rare's and then Lunch Boxes from those that dropped me some Legendary's. At any rate, those wasteland explorations should help get them... in a round about way I suppose.

I think if it was a Steam mod / addon that I just need to click "subscribe", I'd do that.

But right now it involves looking into save edits or time adjustments. There's always the risk that the game might break from these things. There's been lots of reports about save corruption. So I'm not going through all that trouble or risk.

To me, I don't really need to rush those things. I'm fine with taking it slow. Don't care if I "finish" the game at all. I'd rather keep it clean and confirmed un-corrupted.

But if you want to do it, go ahead. I understand.
It's my belief that most often times, people having save corruption is caused by having 'Cloud Sync' enabled in the game properties. I'm sure sometimes it's just people having some power issues or Internet service problems causing bad synchronizations between them and Steams Cloud server(s). But, I did (once upon a time) witness first hand the corruption issue... back when I mistakenly had Cloud Sync enabled.... due to a steam client update resetting all my steam settings. Since then, I've always ensured 'Cloud Saves' are disabled globally--especially after a client update--and have never had corruption issues since. And, yes, I have the game modded out about as much as there is to mod it with available on Nexus... not including the stuff that's just pre-made starter vaults or just pure fluff. I also use the Save Editor once in a while just to run bug checks on my save files... there are some 'tools' for fixing some well known bug issues that can occur. But, that's just my mileage... other peoples mmv.
