Overseer's office bug?

hi i'm new in fallout shelter PC
i have a bit of an issue with the Overseer's quest helpful hint guide thing that i cant do anything but only can collect the resources and due to that now i'm stuck at the click the WASTELAND to open the WASTELAND QUEST LOG button can't do anything but stare or pressing alot of button.
anyone have this problem or its my PC

No, it's pretty common for newer players. You HAVE to follow along with their discussion and do specific things to properly progress that quest. You need to click in the top left area outside the vault in order to continue it... and whatever else the narrator maybe telling you at the time. If your game window is not properly sized, you maybe having an issue getting outside their dialogue and actually clicking on the background 'wasteland' area outside the vault. If so, try changing from Windowed / Fullscreen modes to see if that helps.

for me I just don't have an overseers office, it's not in the building tab anywhere.

You have to have a certain number of dwellers before the Overseer's Office unlocks in the building list.
