Dweller Health
I know dweller health is affected by Endurance and the equipment that has E on it but why do some dweller lose health faster than the others? (i.e. in the instance of both facing 1 enemy)

My case both level 50 and both maxed SPECIAL and both wearing E+3 P+4 outfits and using same weapon (Wazer Wifle for quest)

Ideally you want to max endurance and gear (E+7) before they reach level 2. They gain HP each level based on endurance. A level 20 or so done this way will be way tougher than a level 50 that was leveled without endurance.

Well E is used to calculate HP only when they level up. At Level 1 all of them will start at 105 HP and as they progress to Level 50 the numbers will be,
E1 - 252 (+3 per level)
E10 - 472.5 (+7.5 per level)
E17 - 644 (+11 per level)
So if you have a legendary dweller who started at level 35 or 40, they could be weaker than most permanently. HP values are permanent and the only way to increase it past Level 50 is by having Pets (i.e. +67% HP).

so it's ideally to have everyone wear +E at all time regardless what room they work in?

How you even have max 10 on level 1? They also level up while training (not SPECIAL level up) and fyi E+7 clothing is hard to find its by chance if you have it early

I just said switch to best endurance outfit you have, doesn't have to be E +7 which takes around 2 days to craft with 6 E15 dwellers, those are hard to make. But E +5 are easy, so your early 5 or so dwellers can use that for expedition and level up to 50.
Which training? You can have level 1 dwellers with all max stats. Of course most of your early dwellers can't do that, but after 50 or so population you can have level 1 all max without any trouble.
Anyways the general goal early game is not to level up any dwellers as much as possible unless you want them pregnant at which point you level them up once and drop them for training till E10. On a personal note it doesn't even matter, E13 E15 E17 might make better sense in Survival mode. One of my vault had 90 dwellers with average Level of 3, at which point I started making E +7 and not a single dweller got killed even by death claws.
Yeah sounds like tedious work to zoom in / out to switch E+5 on because I don't have E+7 at all but it will have to do for all future leveling ._.

I have 2 sets of SPECIAL rooms + 2 small I/L room running 24/7
