Luck increases the rate of critical hits and perception makes the critical hit effect slower, but agility is your go-to.
When you are increasing the level of your dweller either in the vault or in the wasteland you want them in the highest +endurance gear you have, preferably with endurance trained to max as this determines hitpoints and is not retroactive.
For dwellers that are already max level or who you don't care about having max health then get to at least 11 total endurance combined from equipment and dweller stats (this will protect you from radiation in the wasteland) and then look for luck, charisma, agility, and/or perception in roughly that order.
Dragon Maws are Str based weapons and have the highest damage, but you want the higher endurance bonus for when you have to fight Alpha DeathClaws and Alpha Green Rad Scorps, they have a crit hit that can take out most settlers in a single hit. So you want the extra endurance and protection the t60f gives.
Takes awhile to build up the teams, but once you get them setup that way, they work really well at the quests.
