if you want to deal with the horrible performance, Google has a beta available for the Play store with a little selection of mobile games, Fallout Shelter is part of that selection.

I used it way back, but it kept resetting the "phone" memory whenever Bluestacks updated itself, if it does so anymore thats a different question.

They don't care about any version other than the Mobile version because that's where they get the most micro transactions. Steam version has been abandoned for awhile.

mobile only, steam/pc is abandoned it seems. super useful for a new vault since they are like level 25+
