High end junk from basic gear?
Can you ever get high end junk from basic weapons and clothing?

No. Because they are not crafted using higher tier junk. All the basic outfits are crafted using basic junk. If the outfit is crafted using 'rare' or 'legendary' junk, then there's a small chance for getting it back when scrapping.
