Take it this way: yes it is annoying, yes you need to plan in advance to make sure every piece fall together correctly in the end... But the feeling of satisfaction you'll get when you're done will be tenfold.
Like it doesn/t make sense, Gains made to a max of 10 can be a factor at each level up (I was in less shape at 5 vitality in the past, now at 8 my current level ups were better.) That makes sense, but wearing clothes or protective gear in the one second you level up (doesn't have to be befor, or after, just at) adding a permanent gain is either unintentional or poorly thought out.
And yes. That's exactly how it worked in the past.
