I have only gotten as many as 9 legendary dwellers in a single game. I will not do any micro transactions and I suspect that is the only way to get this achievement.
Look at the guide section and you will find advice with either cheats or purchases to get the dweller achievement.
craft 10 outfits
collect 100 weapons
stop 15 incidents
Stuff like that.
i have gotten the 100 quests one by now, because i read in one of those by you mentioned guides, that it's not just the quests where you send your guys away, but the ones you do in the vault. so i finally got the second to last achievment award, YAY!!
for the legendary's, i would honestly be willing to cheat, because i have finished the game so to say. nothing more to build or do, i am merely doing the daily new quests and level the vault citizens up in classes, whenever i feel like playing.
so what is a SAVE EDITOR and how do i use that??
thx in advance.

Your backup save should still be good. Unless you were saving 2x quickly back to back while the power was going out.......real unlikely..... Go into your user folder....into the ....\AppData\Local\Fallout Shelter....folder is your saves. In there should be a vault '.sav' and a vault .'sav.bkp' files for however many vaults you had created.....like vault 0, 1, 2..... Anyway, the regular (most recent) save is the corrupted one.... (should be) and the copy with the .bkp at the end should be fine. So, move / delete the main one and then rename the backup copy by deleting the .bkp off the end of the file name. It now becomes the active save. You repeat this for each vault you had created that got corrupted.
Now, for this to work correctly, you'll want to be sure Steam isn't trying to overwrite your changes due to that Steam Cloud Save feature. So, R-click the game in steam library and choose 'properties.' Then be sure the cloud save feature is disabled for it. Then go make the changes, load up steam--FOS--and test your save. As long as your backup save is loading good now, do the 'save vault' option again.....this'll create a new backup save. Back in business.
It came from liking Fallout after beating FO3 and New Vegas recently more than going around spamming threads and was an off-the-cuff response. But I guess it could be problematic if lots of people were doing that.....
I had a look at your advice when I re-opened the game after re-installing and after applying your advice the save slots were all still empty. Maybe I did something wrong, the steps were clear and self-explanatory. I'll be moving on now. I wanted to try because you went through the trouble helping me. Thanks again.
