As TheNewGuy stated, those points of happiness drop temporarily when under attack....cuz radio is replaced by alarm and everyone's slightly scared. It goes back up again after attack is over. You can also get some additional happiness points by having more people in the radio room. So, the larger you make the room, the more you can assign to it and the more happiness points you get. Upgrading it will make the time it takes to 'call a wasteland survivor' to your vault shorter. This is just a 'chance' percentage of it actually being successful however.
