A dweller dragged into crafting or production room will gain levels as they produce the appropriate resource. The speed at which they gain this is determined by the size of the room, the number and level of other dwellers in with them, and how often the room is rushed successfully.

What does levelling up actually do though? All I've read so far is that max hp goes up based on endurance, so you are best off not levelling up until a dwellers endurance is lvl 10
I personally am upping his agility, strength, and stamina with the training rooms, because when they level up while working, I don't notice any S.P.E.C.I.A.L points going up.
So for the strongest possible dweller you'd need to raise their endurance to 10 at level 1 and then level them. This means that dwellers that leveled before maxing out endurance will never be as good as ones that did.
As stimpacks heal 50% of their health having a high endurance is extremely important so higher level dwellers will naturally last much longer than lower level ones.

and as for when they level up, i dunno, i have seen no effect. it allows you to take on harder missions i know that much for sure but i don't know if leveling up has any other effect.
if you want to increase the S P E C I A L stats it's one of the many rooms you can unlock and build. when i train people in those rooms, i put on clothes to match their profession, like, med bay worker needs intelligence so he wears a lab coat which gives +intelligence. this way you don't have to level him to level 10 intelligence stat, you get some bonus from the coat so maybe you only have to level him to level 7. the coat brings him the rest of the way to max intelligence.
