Report a translation problem
The high power enemies are when you only get one of them in larger rooms - if there were multiple enemies the damage rate would be spread out among them instead.
That could even be a bug if it shaves off 50% per hit. Happened to me on very rare occasions where a dweller takes severe radiation damage upon entering a room (50-70%). And sometimes they return to vault after quest with just 1 HP, even though they exited the quest with almost 80% HP. A boss special attack would make sense but not from regular enemies.
I have noticed some quests having extremely damage resistant Radscorpions but they deal regular damage and drop Stimpak when killed.
I just send another 2 lv50 max SPECIAL wearing same outfit A+5 but instead of using Armour Piercing Mini (19-23) & Vegence (22-26), I use Night Vision Institute Rifle (17-22) & Megatron 4000 (16-21) and melts the stupid Deathclaws x2 in bottleneck room.
