They might have changed it but I have my doubts it's worth it as it comes up so often in reviews that this is a pleasant introduction to the franchise. Don't all of us love the way it barely helps to buy something?
A pleasant intro to the franchise is where it's meant to sit/, That exact phrase shows up in a lot of reviews and it's a company that has paid for it to be on some computers which is an illogical move if they don't think they'll get some of us to play other games in the franchise.
The expected probability distribution requires a fairly large sample before you see it consistently but if you added mine and yours together and looked at the average you move closer right off the bat . Although I don't usually have that kind of luck where lunchbox two but that's as unexpected as your result.
I'd go with this is an expected and often annoying feature of random, weighted probability
Probability is so aggravating that they didn't have to invent something for players to unite in ire against .
Though they don't matter outside of the achievement and an item or two.
A Caps Card - 100 (85%)/500 Caps (15%)
* A Resource Card - 50 power/food/water/1 stimpak/1 radaway
A Weapon/Outfit Card - Normal (85%)/Rare (10%)/Legendary (5%)
* "Guaranteed Rare" Card - 500 Caps
Weapon(Rare - 70%; Legendary - 30%)
Outfit(Rare - 50%; Legendary - 50%)
Dweller(rare - 90%; Legendary - 10%)
*The chance of what type of card you will get is an equal chance
By this above it would mean each box you would have a 1 in 4 chance of getting a dweller from the guaranteed rare card, and a 1 in 10 chance of the dweller being a legendary. But if that were true with the free ones, you should have at least gotten a few legendary dwellers by now.
So I'm not alone tripping around, it means basic they nerfed the game too ground till the point either you buy it ridiculous amount of cash microtransactions - model or use 3rd party program cheat engine. Bcs of the stupid low % chance probability theory in the fashioned rigged version ever.
I still have the achievements left too collect all legendary dweller but I refuse buy insane amount pure RNG pay2Fail or using any cheats....just legendary weapon was basic BS harder too get compare back 2017. It was so much easier get them and prepare b4 hitting L60-61 too handle the Death claw spam or just simple do oversee quest require having 20damage when u never get it.
I'm not going too cheat for the achievement, I'm not that kind of that person but I understand fully now why ppl are cheating it mostly when I watch one dud on ytb open 100 lunchbox and that was the worst BS scam ever : Stimpack, caps, rare weapon, caps, rare gear, maybe just one legendary junk (u already have much of) and ofc worst of all...
...already leveled up rear dweller so u can't max out HP on it..
Just a duplicate after duplicate from every lunchbox.
Well the dev can blame on them self for ppl cheating then...
If the game was developed overtime with new amazing event, challenge mod and not stupid rng lunchboxes...
Okey I can't see problem with the microtransactions so long person enjoy the game...but this feels now they just forgot about it and passive milking the money of their fans....

But I also had one streak of not getting any dweller from like 60 boxes.
Maybe it is a placebo, but I think that getting them is not random in the strict sense of this word, but rather a pool of luck is being given to you after you log into the game after every few hours. At least that was my feeling of what is going on, read the below for details.
So after this bad luck streak, I started to open boxes with a certain rule, if I did not get a dweller in around 30 tries, I was stopping. And I got back to opening on the next day for example. But mind I started on around 350 boxes collected, so I had a big pool. I think I stopped on around 14 dwellers after all boxes were opened, this includes 60 boxes without a single dweller. The unlucky streak never happened again, and my average at the very end, after I unlocked the chievo was around 27 boxes per dweller.
Note I started to open the boxes around 2020 and finished in 2021, so the ratio did not incresase from 2017, or at least not drasticly. According to some forums, people were reporting average of around 25 boxes per dweller since forever before I even knew this game existed. My 27 from 2020/21 sits very close to those numbers from the past.
So unless they did something in the last 6 months, I do not think they did something at all. Ofc I assume I wasn't very lucky.
PS. Try unboxing during sales, maybe they give higher luck for these periods, to encourage ppl to buy even more, who knows. I was experimenting with this a bit, but I do not remember getting some great results. Anywya, won't hurt to try ;)
Best way is to make upto 3 vaults and just switch between them, you'll get alot more variations on the free lunch boxes, helps increase the legendary chances.
You can of course backup your save file, but you'd have to keep replacing it with the older one each time and I don't know if that would let you get to the 20 you need, not sure if the counter would do that or if it would just roll back.
