Report a translation problem
2. Create a new vault, leave it then load your buggy vault.
3. Load your vault in Fallout Shelter Save Editor, save it, quit then load your buggy vault.
4. Load your vault in FSSE, use the Fix tools, save it, quit then load your buggy vault.
What were these solutions? Barring in mind that I'm actually playing on a console version as opposed to the Steam version.
One solution is to simply open the menu (from the list on far right) and choose 'Save' for the vault. Then exit the vault back to the main menu. Next, reload into the vault. Now, click the wasteland and try entering the quest again. This usually does the trick but, I've had to repeat the process a couple times before. This actually happens from time to time with various quests... especially if you have that 'Cloud Sync' enabled for the game--I highly recommend disabling that before your save gets corrupted.
Another solution was to first send a Mr. Handy to the wasteland to explore (collect caps.) Then select the wasteland, your quest team, and enter the quest / building. It would then load appropriately for God knows why. Not sure what Mr. Handy had to do but, it worked it's magic on something, lol.
