Siblings and parent/child won't breed?
I left them in living quarter for 2 hours and they won't breed

Dwellers sharing a parent cannot mate, nor can they mate their own parent or grandparent. One will see the "Hanging out with the family" message when they meet in the living quarters.
Uncles, cousins and nieces can mate, as can aunts and nephews.

Is there a way to keep track of the family tree so I don't waste my time?

The sons have the name of their father, the daughters have the name of their mother, but once they reach the level 50, it isn't helpful.

My method : Not the easiest way but I use Fallout Shelter Save Editor to export the dwellers and their relationships to MS Excel and then determine the father/mother/siblings of each dweller.

NB: Knowing than a dweller's happiness can't exceed 75% without having a child / a relationship, I then pair them depending on their generations / children's situation.

its actually really easy , once they enter the room , zoom in on the pair and if it says ''oh i just love being with family'' then they are family but if you zoom in and start saying romantic phrases then that means they can breed
