Dwellers won't breed

I put a male and female into the family room. They talk for a while. They dance for a while. They hug and kiss. This is the point when they usually run to the back room and woohoo. But instead, they just start the cycle over. Talk a while. Dance a while. etc. Room has power, dwellers are healthy and happy. What else do you need to do to get them to breed?

I finally swapped out the males and they did the dastardly deed. Go figure. Maybe the poor guy just couldn't get it up? <shrug>

it depends on their charisma.
if charisma is low, it can take a few tries (hugging and kissing) before they finally move to the back

They cannot be closely related but after hugging and hanging out they usually say something about it being good to spend time with family. I've always thought they are a bit more loving than hanging out with siblings or half siblings so you might have missed their comment.

Even with low charisma it will eventually happen unless it is the dweller love that cannot be spoken of other than they pretty much do.

makes me feel like a totalitarian dictator when i have to assign numbers to people to make sure there not related in addition to saying who can and do it and when and making perfect babys

you can't have incest in fallout shelter. But generation 1 can breed with another couple's generation 2 when they become adults. i haven't personally tested 2nd or 3rd cousins and so forth.
