what do themes do?
and how do you get them?

Also how do rad-awats and stimpacks work on dwellers out in the wasteland?

Themes are decorative items that make it possible for you to change the looks of some rooms (when it's merged as 3)
For example you can have a Brotherhood of Steel diner look.

You can get them by either finding through quests or by unlocking them with nuka cola, every piece of a theme costs 3 each.

They use them when they reach a certain % of health / radiation, no need to worry about that as long as they have some left, if not call them back.

The themes seem to change the skill that gets work done in the room too? I've not yet applied one, but this was my interpretation.

you get them by having your vault dwelers explore the wastelands, or on quests either they are given to you as a reward or you find them
to apply them you gotta make them in the theme room and have all necessary materials and bottle caps to craft them. Once you do you can apply them to the room they were designed for (either the living quaters or the diner) However, they only appear after you reset your vault, which you are given the option to. If you choose later, they are reset next time your vault appear out of view

they are used automatically by the vault dwelers you sent to explore the wastelands, i think at around 10% health they use it

i got the stimpck part but what about the themes? you said i need to "reset my vault" does that mean quit and come back or start over?
you can, or theres a button on the left that does it for you. Although im not too sure since i don't pay attention, but i think if you go on a quest and come back, the themes will be there
