happyness is part of each dwella is doing hes best at each room they are in the primary stats each room has as needs.
also good tip to build 2 radio room, 1 for wastelands and other as internal music boost.
there is also a quest with bottle and caps that increase happyness
"Rushing" a room will give them 10% bonus for a while but if you fail you lose happiness instead.
Radio station (only if someone is working in it)
Dancing/talking with someone in a living area gives them a temporary boost
Training rooms can sometimes raise their happiness
And keeping them healthy (extra food and water to heal/remove radiation)
Just keeping people in the right rooms and occasionally rushing or using the radio station should keep people around 80-90% depending on how many people you have doing weird stuff.
To increase vault dweller happiness the radio room needs to be staffed with high C dwellers.
You ever notice some dwellers work in a job and have over 75% happiness (the minimum level healthy workers will have) and others are 75% working the same job and wonder why the difference. Try moving that woker to a different job, while the happiness and job swapping are never mentioned you do have the ability to match dwellers to jobs...................
Working in room linked to primary stat will continue to increase happiness up to 75%
Flirting does not increase happiness, mating immediately raises both dwellers to 100%
Happiness naturally does NOT drop
Unhealthy people will start to lose happiness.
Training room works the same way a production room does, it increases happiness if you're training the PRIMARY stat.
So, you were on the right track. Just putting people in their respective rooms will give you 75% average, successful rush will get them to 85%, then 95% and 100% on subsequent rushes.
Mating will instant 100%, but new dwellers start at 50%.

For the actual problem, you should either increase manning on power plants, upgrade power plants, or remove some rooms to reduce power cost.
If you're also having nutrition shortage, consider temporarily sending people out to explore(for 10 minutes or so, or less) while you actively build power and then supplies back up.
instead of using radio rooms to make a handful of people happy just worry about those few unhappy dweller.
if all people the vault are unhappy then something is going wrong (unless you've just abandoned the radio room/s)
ps: For charisma training you need to build a Bar or two.
wrong facts and where does your wrong info come from?
* to make your dwellers "happy" you don't need radio rooms at all
* no dweller gains XP when working in the radio room
* you can't put 20 dwellers in two radio rooms
* the location of the radio room(s) doesn't matter at all
