1 Endurance at lvl 1 has 100 hp. (+3 per level)
10 endurance at lvl 1 has 400 hp (+17 per level)
so at lvl 50 the guy that allways had 1 endurance will have 250 hp
and at lvl 50 the guy that allways had 10 endurance will have 950 hp

Also eugenic ideas look plausible when combined with VaultTec. Also adds something to do for end-game, though also degrades legendary and even rare dwellers' value.(on survival - also radio recruits', no?)
I think for this game it's quite suitable, but for previous games it would probably make sense to get recalculated on level-up.
Still not even purchases can fix that. But yeah, they probably conceal important mechanics on purpose.
