Given the pool of name and surname of the game, some dweller may end with an iconic name completely randomly, like Elvis Presley, without any physical traits or stats of said Elvis Presley.
Legendary dwellers are from the Fallout games and nothing about them is random at all, whether it's their name, gender, stats, clothes or haircut. Those go in the Help section.
TL;DR: you simply got rare dwellers, aka normal dwellers with higher stats. That's it.
That definition of " rare dwellers " do not match what is happening in the game ...
