Got dwellers from lunchboxes, but they don't seem to be rare or legendary
I've got a couple of dwellers from lunchboxes. While they did have much better stats than common dwellers, they seemed to have random names (one of them was "Billy Adams"), not the specific names mentioned in wikis. Also, in the "Help" section, the list of special dwellers is still blank, meaning I haven't got any. So what type of dwellers did I get exactly? All the wikis I've seen said that lunchboxes give you rare or legendary dwellers.

Rare dwellers are like normal dwellers. They are completely random (name, gender, clothes or haircut), but only their stats are slightly higher than normal dwellers. Those do not go in the Help section.

Given the pool of name and surname of the game, some dweller may end with an iconic name completely randomly, like Elvis Presley, without any physical traits or stats of said Elvis Presley.

Legendary dwellers are from the Fallout games and nothing about them is random at all, whether it's their name, gender, stats, clothes or haircut. Those go in the Help section.

TL;DR: you simply got rare dwellers, aka normal dwellers with higher stats. That's it.

But this wiki says there are "20 rare dwellers," and lists their non-unique names: http://fallout.wikia.com/wiki/Fallout_Shelter_characters . Has this been changed?

That definition of " rare dwellers " do not match what is happening in the game ...

There are rare dwellers, then there are legendary dwellers. Legendaries are the ones with set names, appearance, and outfit/weapons. Those are the ones the wikia lists as rare. Actual rare dwellers, as Nono54Fr said, are random but better than what you get from the radio room.

Some rare dwellers do, as mentioned, indeed have set names, appearance, etc, but that doesn't matter. They don't have entry in VDSG or anything really special about them.

try use save editor if want rare stuff
