What exactly does choosing Vault Number do?
When starting a new game and choosing the number of your vault what does it do? Is it like a map seed or something?

No, it's just a way to distinguish different vaults you have aside from saveslot number.
Pretty cosmetic choice.

I've seen screenshots where people have vaults with superwide build areas how do I get one of those?

If you're new to the game, which I assume you are, you can get wider construction zones by building far to the left (underneath the your vault door).

Including the first level he's able to place three triple rooms and two elevators per level something I could never hope to do because my build area isn't wide enough though I can't see how deep it goes.

Nah, that's normal, each level except first has space for 8 single rooms + 2 elevators (1 single rooms takes space as 3 elevators).
On first level vault entrance takes 3 slots = 2 rooms itself and 1 space for outside.
Post screenshots of your vault if you still have questions.

Vault has space for 25 floors, including one with entrance.

Those rooms on the right side are only double wide. You can see the far right wall even though the edge of the picture is cropped. If they were tripple wide, the far wall wouldn't have been cropped as well.

I see what you mean. When I originally looked at it I though they were triple hence why I was confused.
