why is the life guard outfit not a swimsuit?

little salty because I thought when I found this recipe I could finally go on the quest.

Its got the same outline as the swimsuit. I figured it was the tier 2 of swimsuit, probably because swimsuit recipe had a C on it (but needed to unlock and ....yeah)

I guess the C is for charisma not common.
