AFAIR Hardened Flamer IS the best weapon found in the wasteland, better ones must be crafted.

He was asking about things dwellers found while exploring the wasteland. Legendary weapons and outfits cannot be found that way. It is possible to find legendary junk and weapon/outfit recipes, but not actually legendary items themselves.

As you said you got it from a lunchbox, it is meant to be from the wasteland.

15k caps in 2 days with 3 legendary weapon recipes

I'd have to say the Destabilizer. But I had left my game for awhile and it had the time bug, so the dweller went till they died and took 16 days to bring it to me along with a legendary recipe and some other stuff. Nice little blaster and I can make them now:D

Oh and my dwellers are trained to 10/10 stats:D so that may have helped with that find.
