Holiday Events
I wonder, are the Holiday events like Halloween/Xmas/V-Day only at their respective day/days with special quests and vault room themes or do they appear randomly now?

They only appear ingame around the same dates of the holidays they represent etc.

Does changing your local time make them appear?

It probably does but editing your time messs up the game and causes all kinds of odd :poop: to happen. Ingame resource timers will hit hundereds of days etc....
