barbershop and theme workshop
they add some kind of bonus? or just cosmetic stuff?

The barber shop is needed to complete some of the in game objectives that award caps, lunch boxes, etc...

Yeah, I waste 10k caps (and 900 caps for haircuts) to get a box with pet. I found legendary pet inside (+33.(3)% caps found in Wasteland). I waste 10k caps to get 500-1000 more caps for scouting.

I recommend only spend caps (not real money) for lunchbox rewards...never for cap rewards. Barbershop and Theme workshop are for fluff. If you can't afford fluff, ignore it. Quality of Life takes precedant.

After a while, you'll have more than enough caps to to put fluff rooms in.

Forgot one other thing, both the Barbershop and Theme Workshop are needed for some Steam Achievements. So if you're trying to collect those, you'll need them.
