I have a legendary dweller outside of my door waiting, its just dont worth it to get it. Back then when it was only on phone I played so much the legendary dweller is bad for me. Too low stats compared to my dwellers :D
So later your problem will be that you cant send them away, they will eat up the space outside of your vault
Lunchbox dwellers are only good early game (before you have training rooms) after that , they are just a novelty and not worth keeping.
I'm not sure if you can increase your quest teams, you can make more than 25 explorers however.
Except if modded.
