Why did not I get a free pet again?
I won a free pet in the first Vault,I created a new Vault and deleted the old one
But i'm not getting another free pet in this new Vault.. why?
What do I do to win again? :(

randomly from objectives in pip boy menu and from quests in overseer's office. you can even get a mister handy from objectives.

Dude it even says at the bottom

"Fur not guaranteed"

You get them randomly from LunchBox and probably from Exploring but so far no luck
