Are those your old or new specs? Because that CPU is over 10 years old and the GPU is 6 years old. I wouldn't expect too much from hardware which is 6-10 years old. Also I wouldn't take GTA V as comparison because that game was optimized as hell. You could run GTA V on 10-12 year old potato if you turn down graphic options. You could run it on even older hardware if you don't care about fps.

FPS's for many is important. Minimum requirements usually mean to run the game at lowest settings with 30 fps or more. Recommended requirements often mean to run the game on highest settings with 30 or more or 60 and more fps.

I think you should be good because I doubt it makes much of a difference if Fallout Shelter runs with 20 or 60 fps.

i aggree i didnt think a game on my phone would be so demanding of processing and graphics
and graphics quality doesnt mater its game quality as long as it runs smothly idc what im looking at you cant be picky look where we came from look at early 2000's graphics im sure i can live without vsync and mxaa and stuff like that hahahaha

I believe it's because while at first it's okay, it eventually has to render a LOT of people, rooms, particles in those rooms, etc. Mobile was okay because it went 2d when you zoom out, therefore giving a lot of FPS improvement when that happens. When you zoom out on this game, it doesn't do that, therefore rendering everything 3D when that happens.

Though, to be fair, tablets had an option to be "HD" to also render in 3D even when zoomed all the way out. A PC should do this as well, much under the requirements that Bethesda gave.

what type of potato? does mashed or fried count? or does it need to be in original condition?

My PC Athlon x2 215, 2Gb ram, Radeon 4670 = 60 fps.
Playing on a Core 2 Duo 3 Ghz, runs flawlessly
nuke boston or kill son
The system requirements are over ten years old. It's a phone game first and foremost. If your PC can't handle a phone game. You have bigger issues.
