Only thing you'll have to do is figure out where the save-file is on your iPhone/Pad.
iOS
1.Install “iExplorer” on your PC (even the DEMO mode will suffice)
2.Connect your iOS device and run the software
3.Browse through the list of options on the left: Backups/ Backups Explorer
4.It might take some time for the loading to complete
5.Select “AppDomain-com.bethsoft.falloutshelter” and open “Documents”
6.There will be two files for each vault; for example, “Vault1.sav” and “Vault1.sav.bkp”
7.Select all and right-click to save it on your hard drive
8.Now, fire up your PC and locate the following: Documents\My Games\Fallout Shelter
9.Simply copy the saved files here
10.Start Fallout Shelter on PC and the game will automatically read the save files to show you your vault(s)

That's cuz this is a really old thread... from back when Steams version and the iphone versions were the same. The PC version of the game has been abandoned by Bethesda. They have since then updated the phone version. SO... the phone version is newer and the save is not backward compatible to the older PC version. You could try using an emulator for PC to be able to play the newer phone version on your PC. Then you could use your phone save with the emulator. Supposedly, (last I knew) Google apps has the emulator for it.
