Report a translation problem
In short, don't be in a hurry to upgrade rooms (especially 3 wide rooms). At least not till you can arm the dwellers staffed there with high damage weapons.
If you have some good extra weapons left, give them to lvl 1ers in training rooms (assuming you have those), otherwise it's really annoying to evacuate those rooms when a lvl 3-3 scorpion jumps there.
Only issue I have with them is the power they drain but since my rush is 10% risk I can easily get it back up
Just don't rush having so many dwellers in your vault otherwise of course you will struggle.

Having max stat dwellers is not going to help that much, except E, as that increases HP.
What you need are good weapons (e.g: Institute Rifles, or Plasma Guns) to be able to do enough damage to take them down before they move rooms.
by the time you have some maxed dwellers even from level 1 from babies you should easily have the weapons to help deal with them, I never had an issue sending two out for quests to bring back the good stuff as it takes around 1-2 weeks to max out a dwellers stats anyway so I don't know what others have been doing not questing, surely you can sacrifice 2 for quests.
Heck I was on 35 dwellers for some time while I maxed out new dwellers. Just don't rush to have so many in your vault is all.
