How do you get rid of dwellers waiting outside?

what do oyu mean by people waiting outside? The dwellers who want to join your shelter or your current dwellers?
You can just accept them then send them back in the wastelandsthere is an option for get rid of them just choose it

I mean once my place is 100% complete and they are waiting outside. how does one turn them away? or is that not an option?

I don't believe there's such an option liek that yet(or ever).

The only way I know of is to evict one of your current dwellers, so that you have one space. Then let the new ones in and evict them, one by one.
Better is to make sure you do not get new ones.

you let them in the evict them, at least thats what I do.

Take them into your shelter, then drag them out like you're taking them out into the wasteland then click the red "gear" on the bottom right GL!
