It's pretty simple.
Whether you're actively using the time clitch, and using your clock to roll time or not, this will fix the issue.
Simply open the game and go into your vault. Then go to the clock on your computer and set the date back 1 year.
Then, set the time back to automatic.
your explorers will now find gear, your daily visits will reset, and your resources will actually drain.
Presumably the will correct any other time related issues.
Not sure why this works, but it's pretty simple.
Also, rolling your clock back 1 year doesn't have to be exact, it's just simple.
You can roll it back a month, year, 20 years. Whatever.
Oh and this thing about getting your luck stat to the max isn't necessary either for the amount of hit points you need to fight the ragers. I've taken them out with the characters I started with without raising their luck stats and sending them out into the desert to level up afterwards.
