Yeap, weird pet design. Some don't have common and rare version but still are worse than some other breeds.
Maximum for that effect is +6 damage.

You're lucky, it's the best for that effect, and other legendary breed has only +2.

Ranger is one of the RNG legendary pets. Along with a few others, the +DAM can range from +2 to +6. This seems to be tied to when you first start the game. Another pets like this is the +Twins % chance. For example, I'd seen Pongo with +75% Twins chance in one game, and +50% Twins chance in another.

This appears to only effect pets which have an ability that is considered "Legendary" because of the effect, not the numeric value.

It's just different breeds and names, you can say it's RNG, but it's different from those pets whose effects is random in a predetermined range.

There are THREE legendary pitbull terriers:
Ranger with +2
Titan with +4
and Hulk +6

Probably that's because of a technical limitations, other pets effects can be any number, but those one have separate values so can't be generated in same fashion. However there are some pets that can't be explained that way.
