Report a translation problem
First this very first restaurant is near a factory and thus you may have quite a decent amount of workers. Do you have the right "design" for them to entice that very group to enter your restaurant ?
Then you have a fairly decent amount of Elders, tourists and students that you can gather with your radius from the metro and the ouses around. There is a design (not sure of the name in english so I won't give you the answer) that fits those 3 groups all at once...
Finally, how many chairs do you put around a single table ? Are you aware you are not limited to only 4 chairs as long as they have an access to them ? you can have more than that, and since tables are big in this game, and your starting rooms not always so big, maybe you have to look toward that.
With me, that restaurant is open only from 3am to 9pm (03:00 -> 21:00) and I had no issues at all reaching that number.
Finally your pizza design. Do not rely too much early on on getting smiley faces with your created pizza. Fit ingredients that again target those groups you'll have chairs for. It's not unusual for me to simply dismiss a very small amount of customers that will either take too much of needed space to accomodate the likes as far as design goes, and I focus then on mostly 3-4 groups of targetted customers.
Don't be ashamed to use some of the base pizza that are already created in game, some works wonder as far as selling goes, but will probably never really give you the hints about what a customer group like the most.
To me, your main issue may really reside with your targetted group. What worked in Rome may not work here, so pay close attention to what groups belongs the people that are hungry and that walk within your reaching radius. Doing so was really a walk in the park completing that goal.
And finally, as ~12:00 was the peak point of the restaurant, I did double my servers for 1 single cook to be able to serve the rush hour.

Now they are impacted by the furniture style. So while I was in Rome, all of a sudden, groups that I had in bunch in my restaurant stopped coming in and complained about the style.
Again, apllying what I said above allowed me to walk through that without any issue. and it was again to be very clear, after the patch.
u can change the design and layout in every camp mission from beginn and dont need to research anything for this (at start).
if u dont like the starting restaurant just let it closed (for a short time) and buy one u rly like and build it up ^^
Just remember you can, due to that mechanic, really target only 1 or 2 customer group, and propose only 1 pizza made specifically for that group.
