That's looking to be more likely than you think - I was looking through the game files a couple days ago with AssetStudio, and found a file called "VehicleIcons" that had all the icons for the vehicles that are used in the various papers, like the vehicle catalog and job papers.
The WE6 icon's been in the files for a while, at least as far back as B96 (it's a red dual-cab loco). So have the icons for the passenger railbus (it's a silver bus) and the WE2P (a blue three-car EMU). But in B99, an icon of a rusty version of a WE6 was added to the VehicleIcons file, so there's likely at least some work being done on it at this stage.

And with the planned structure for B99.x (adding cars, industries, and cargo types that can be added), it wouldn't surprise me at all if B100 is planned to be the electrification/double-track update (and thus, the end of FP4).
Just noting here that this was resolved via email, turned out to be a badly updated game somehow - Steam file verification fixed it.
Could you make a bug report from the game and email it to us at support@altfuture.gg with the link to this thread? We'll see what's up with your saves. Thanks.
Edit: i keep on forgetting to mention I have mods. I had to deactivate Mesh Splitter so that my game would even load the save right but other then that no other mods seem to be competing. other then skin manager that is setting everything to default when I want the Custom skins
At this point, would you say that the AI trains and signals would be B101 and the passengers be B102?
Also, using valve index controllers on VR doesn't give me the option to select any of the switches on the maps, world or station, forcing me to use the radio controller in hand to do that. Maybe it's a difficulty setting but there was a lack of documentation on this. Even tried setting the map or station book on a flat surface to point at (sans radio controller), but only the tabs at the bottom of the station map were select able, none of the switches.
Maybe? I don't quite know how development for the game will go beyond Foundation Part 4.
