Do you normally use dynamic brakes and they are still working for you?
Got it fixed:
I had a hunch that something was not quite right after the update: I was in a DE6 that was running before the update and I didn't get any Dynamic Braking at all. So I fast traveled to the Harbor - grabbed another DE6 - and Dynamic Braking is working just as expected in the update now.
Lesson learned: Even if the game state doesn't reset with an update it may be a good Idea to start with a fresh engine that wasn't running before the update....
Now on to more hours of blissful railroading
