What is insane about them? That is a six year old entry level CPU as minimum.
16GB RAM is the bare minimum these days and the GTX 650 is even older than the CPU.
The game ist' to big.
See the actuall refound policy of steam. But, from what i remember, it's lees or egal at 2 hours of play time or 2 week after pursache.
If play time is lower than 2 hours, but the 2 week have pass since the purshase have been made not refund. No refund either if play time is greater than 2 hours.
(Those 2 hours will give you enought time to teste your system.)
THEN AGAIN, YOU MUST READ THE REFOUND POLICY OF STEAM. THIS IS JUST WHAT I REMEMBER. It's done at your own risk.
And RAM is dirt cheap right now.
Get a matching set of 2x8GB or 2x16GB RAM sticks, put it in and you're good to go.
RAM is pretty much the easiest component to install in a PC. Just check your manual to see which RAM banks you should use to utilize Dualchannel.
Additionally, enable XMP/DOCP in your BIOS to utilize the full speed of your RAM kit.
I recommend 3200MHz CL16 as a price, performance and compatibility sweetspot.
Depending on where you are, you can get some DDR4 2x16GB for under 60 euro's.
Also with that CPU and GPU, you'll be fine for playing the game in non-VR. Might have to turn settings down a teeny bit to get a stable 60fps but overall you should be perfectly fine

my fps on this ranges from 35 and all the way up to 60fps, depending on the location.
cpu stays pegged most of the time at 70, spiking all the way to 90w of power usage while gpu stays relatively bored (even on my 1440p res on ultra) so yes, this cpu is pulling a muscle but still delivers a decent fps. since im used to anything between 30 to 60fps, its till pretty playable for me. I had gtx 1660ti and this game still ran decently on 1080p ultra so it is not much of a workload for gpu.
Just try it and you will see.
Regarding performance, this game doesn't perform extremely well even with extreme hardware. Even with my $5000+ computer I dip below 60 fps at times.
