Buying licenses in sandbox

I bought the DE6 license a while back and I no longer have it, can't buy ANY Licenses in the sandbox but I do have the 060 license? I never bought it.

IIRC the sandbox lets you use the DE2 and S060 out of the box.

If you bought the DE6 in Career you should be able to use those in Sandbox. I assume you're trying to use the DE6 in Sandbox, and not in a new / different career (you need to buy licenses once per career)?

So then it was changed in the last update because I did buy the license in Sandbox, the only thing I didn't record was showing me buy it, I have not done any career playthrough yet, I have been doing other things, and the PC I use is shared so I don't have use of it 24/7/365.
What I show in the two-part video, which I recorded and edited by my daughter, is not the way my game is now. Part two shows me completing multiple jobs, when I fired up my game I was not even close to completing them, but I found the caboose :/

Not to mention whatever change was made, I can no longer use Steam overlay NOT AT ALL, not that I ever did use it, but that is when & how I knew something was off/wrong.
