What you're doing is like pulling the plug on the bathtub and then acting surprised all the water disappeared.
Otherwise, there's probably no need to ever touch that valve and I'm fairly sure you can leave the water in the boiler for as long as you like, engine running or not.
In the game, it is useed to remove water from the boiler if you accidentally overfilled it
You do not need to drain the water from the boiler when stopped. Doing so may leave the locomotive unusable. Injectors only work if there is steam pressure and there is no other way to put water in the boiler (IRL you can connect a hose and fill up a cold boiler) and, of course, having a fire with not enough water may lead to boiler damage (or even blow it up).
