In VR you either run synchronised with the headset or at a lower FPS with reprojection. It's all enforced and controlled by the VR driver.
The graphics flickering could be re-projection. Most headset drivers have relatively good re-projection technology and it's seamless most of the time. But there's are some situations that are hard or impossible to deal with, like standing on a moving train looking out a side window for example. The stationary train (relative to the virtual camera) and moving background will cause flickering or streaking along the edges.
My only gripe is that the VR hands are way out in front of my controllers and not aligned with them correctly, but I know this game is still a work in progress, so I'll submit a report and live with it for now.
If i understand it right, 12 fps and texture issues ? i got this right ?
i suspect there is may something more in play, drivers up to date ? bios settings, or may your os system make something wierd. i am pretty sure you checked this stuff already,

with that am with my 2070 on high setting and it run and looks pretty well. some quirks here and there, but nothing concerning...
I used the previous version on an i9 9900K/2080Ti combination where performance was decent with the graphic settings that I liked--though I did need to use openvr_fsr to get it running well. A few weeks ago I upgraded to a 13900K/4090 which has been a total game-changer in almost everything I've tried so far--but in DV Simulator I'm still getting basically the same performance and appearance as before with little to no meaningful improvement where I would have expected to have seen a stunning bump in performance like I've seen elsewhere. So something seems to be bogging it down. I have a Pimax Crystal on its way in a few weeks that will do OpenXR along with eye-tracked foveated rendering (I expect to re-purpose my VP2 for wireless only), so I'm hopeful that will be better optimized for DV; but for now on my VP2 and 4090, it seems not so hot in the performance dept.
