Steel mill supports steam locomotive service.
What is happening here, why are both of you transferring the wrong information?
Stations that supports steam locomotive fuel:
Iron Ore Mine East/West, Coal Mine, Harbor, Steel Mill.
Steel Mill and Harbor are the only two stations that supplies both kinds of fuel.
OP probably parked the locomotive on the service spot.
For now you need to park the tender on the service station (note there is a section of track in different color) in order to refuel.
Like boris said, make sure the tender is parked on the service pad and you should be able to refill it with coal and water.
