But I never had any problems with sunrise triggering instead of bloom, so either it's a weird bug that only affects some players, or it's something about how and where you draw the circle. Have you tried watching some gameplay videos to see if people draw these in a different way?
I just start the drawing from the bottom, go clockwise, and make sure that the line connects or intersects some near the beginning. And I think the circle should go around the flowers, but doesn't really matter how big or small it is.
Maybe try different input method? If you play on a gamepad, try using the mouse or vice versa.
Worst case scenerio I guess you can ask for a save file right after the Konohana Shuffle.
Make sure that the blossom is IN THE MIDDLE of the circle. Otherwise, the game would only detect the circle is drawn in the sky.
I'm starting to believe that this trial was intentionally broken during the porting process.
If that doesn't help then maybe it really is a bug that only affects some people. Luckily, Gandalf can help you :P
Though one thing I did notice is that in the video there were bunches of leaves surrounding the last blossom. Those were absent for me, the blossom is just there in the sky with nothing next to it
