Power Slash 3 not working on Diamond Rocks?

I have the scroll (#30) and the diagram shows it cutting a diamond rock, but it's still not working for me.
I've played this game many times but it's been awhile. Am I doing something wrong?

....I already had the scroll from a previous playthrough. Just found it in Kamui again since I'm already near the end of the game

Finding the scroll again is when I was able to do it again finally
