Why is the Ice Storm brush technique Ice Storm?

I'm talking about the secret brush technique you automatically obtain along with Blizzard.

I've always wondered but never actually asked:
How was this move first discovered by players?
Where does the name originate from?
Is it ever referenced in-game?

I think it was just due to people messing around drawing random things, or it may have been released somewhere at some point type of deal.

It's a translation and concept issue. The Japanese name for the Icestorm technique is the same as the Blizzard technique but with a "2", similar to how you have the upgraded powerslashes and cherry bombs. Since the technique acts differently instead of a direct upgrade they probably wanted to give it a slightly different name for English players. Japanese name for both is Fubuki / Fubuki Ni which is Snowstorm / snowstorm 2.
