Skipping Blockhead itself does nothing but you can actually skip most of the game (including most of the races with Tobi and you won't see him die) with NG+ (or at least you could, I heard the karmic transformer glitch was fixed in the new verion)

1) No, those are most likely Ofuda (https://en.wikipedia.org/wiki/Ofuda) that are used, therefore not alive like Tobi is.
